Since January 1, 2014, health is not a factor in qualifying for health insurance. Pre-existing conditions do not negate health insurance coverage and there are no health history questions on the applications either through Covered California or off-Exchange directly with a carrier.
A lack of healthcare can lead to financial ruin if there is a catastrophic or unexpected health event. Ray believes that all Californians deserve access to health care they care afford. For even those with health insurance, a catastrophic health event can result in financial ruin. This should not happen. If other insurance is out of reach, a program that allows citizens to access Medicaid/Medical is an option, but we must be sure it is a viable option for those who rely on it.
According to the Kaiser Family Foundation, the average monthly premium for employer-sponsored family health coverage in 2021 was $1,851.75. Health insurance mandates increase premiums for everyone. The legislature should consider the costs related to every new mandate.
Single Payer Government-Run Health Care will reduce care options and increase costs and must be stopped. Government run programs are not free. The tax increases for Single Payer are difficult to calculate and may not pass constitutional requirements because of the Prop 98 Education finance guarantee and the appropriations limits of Prop 4. Most Californians already have health insurance, and it would be far better to find a solution that uses the existing system for those with health insurance. By utilizing existing programs, it should be possible to provide insurance to the uninsured without creating a State-Run Health Care System.
